Proposals for Improving Waste Management and Increasing Recycling on the Island

Rhodes must adapt to modern demands in order to maintain and strengthen its competitiveness in an increasingly demanding international tourism market. Environmental protection, cleanliness, and the sustainable management of natural resources are essential prerequisites for the island’s future. One of the most serious problems facing residents and business owners—and one that simultaneously tarnishes Rhodes’s image—is the management of municipal solid waste (MSW).

The national and European regulatory frameworks provide for specific measures, procedures, and guidelines for protecting the environment and public health from the effects of uncontrolled waste disposal and landfilling. Recycling, composting, reuse, and material recovery are key pillars of a modern waste management policy. The goal is to reduce the amount of waste sent to landfills, to make use of valuable materials, and to extend the operational life of sanitary landfills, the siting of which is often a particularly difficult process.

Our country’s performance in solid waste management remains problematic. The recycling rate for municipal solid waste in Greece reached just 17.4% in 2023, compared to approximately 49.3% in the European Union, according to data from Eurostat and the European Environment Agency.

1. The Island on Autopilot

In contrast to national and European performance, the recycling rate in Rhodes hovers around 8.33%, according to data from the South Aegean Regional Waste Management Agency (FODSA) for 2022 (no more recent data is available). These figures, if confirmed by official records, reflect the extent of the shortfall and the need for a substantial change in course. At the same time, the Regional Authority’s pre-election pledges to transform Rhodes into a “waste-free” destination by 2027 are raising expectations that, based on the current situation, are far from reality.

Citizens are watching the events unfolding on our island with bewilderment and concern. The environment and the prospect of sustainable development are under serious pressure. The Recyclable Materials Sorting Center (KDAU) is operating below capacity, according to the Association’s findings, with a significant part of the problem stemming from the malfunctioning of the recyclable materials collection system.

Currently, waste management continues to rely heavily on blue and green bins, without an adequate network of organized recycling and reuse centers (Green Points) having been developed. This situation is reflected in low recycling rates and highlights the need to redesign the existing system.

A glimmer of hope came in the form of the FODSA composting program, an initiative that the Association welcomed. However, concerns have been raised regarding the program’s design and implementation, making it necessary to evaluate its effectiveness and consider potential corrective measures.

There are several successful solid waste management models in European cities that utilize different collection, sorting, and recycling systems. Rhodes must examine these practices and select those that best suit its geographical, urban planning, tourism, and economic characteristics.

2. Green Points: A Feasible Proposal for Rhodes

The non-profit organization “Volunteers for the Culture and Environment of Rhodes” had previously established a small recycling center (Green Point) in the city, with particularly positive results, mainly thanks to the participation of hundreds of citizens. This effort, however, was not sustained, as it relied exclusively on volunteer work, without the necessary institutional, organizational, and financial support from the relevant authorities.

The Association is now returning with a specific proposal: the creation of organized Green Points in the city of Rhodes and, gradually, a corresponding location in every village on the island, depending on the needs and capabilities of each area.

Proposed locations for the creation of Green Points in the city of Rhodes

To launch an organized effort, we propose that the following indicative locations be considered:

  • Niokhori: The existing waste collection site on Orfanidou Street.
  • Agios Ioannis and Agioi Anargyroi Areas: The Pavlos Melas area, north of Themistoklis Sofoulis Street, near Diagoridon Street, or on the site of the former PIKPA.
  • Kanada area: At the Diagoras auxiliary soccer field or at the intersection of Kordiktou and Bevin Streets.
  • Daskalon Area: On Aischinis Street, near the pedestrian walkway leading to Pefkakia.
  • Analipsis Area: South of Ptolemaion Street.

These locations are suggestions for discussion and do not constitute final site selections. Their evaluation should be based on technical and urban planning criteria, accessibility, safety, vehicle traffic, and minimizing disruption to residents.

3. Recycling must become part of everyday life

The problematic state of cleanliness is often attributed to citizens’ lack of environmental education. Environmental awareness, however, is not shaped solely by school or family. It is also greatly influenced by the environment in which we live, as well as by the opportunities the city itself provides for us to behave responsibly.

When there are no organized and easily accessible drop-off points for recyclables and bulky items, even citizens who want to contribute to environmental protection face significant obstacles.

The uncontrolled dumping of special and bulky waste next to green and blue bins must be effectively addressed through a combination of adequate alternative solutions, public awareness campaigns, inspections, and the enforcement of prescribed penalties.

4. Let’s finally make a start

Rhodes is not lacking in options. There are alternatives for solid waste management, with varying costs and technical requirements, that can be adapted to the island’s needs. What is needed is political will, comprehensive planning, an evaluation of the available solutions, and consistency in their implementation.

A clean Rhodes is neither a luxury nor merely a matter of aesthetics. It is an obligation to residents, visitors, the natural environment, and future generations.

Let’s dare to change whatever degrades us. Let’s create a waste management system worthy of Rhodes’ history, natural beauty, and international standing.
